Where did this word come from?
From Mishnaic/Aramaic אולפנא (ulpana, "learning, instruction", root א.ל.פ "learn"; related to talmud). The modern institution was created in 1949 by the young state to teach Hebrew to the mass immigration wave; the first ulpan operated in Jerusalem (Be'er HaTorah institute at Beit Etzion per Hebrew sources, the exact site is variously named, needs-review).
