Literal: (arguably) "free man."

What Israelis actually mean

Where did this word come from?
Best-documented account (Gilad): the word appears in Russian criminal slang by 1906 ("Tomsk Slums"); Solzhenitsyn defines fraer as underworld jargon for a non-criminal — anyone outside the thieves' world, hence an exploitable mark. The prevailing hypothesis is that Russian underworld jargon borrowed it from Yiddish; but from which Yiddish word is contested — a 1939 Yiddish-Hebrew dictionary lists frayer as "free man, free-thinker," while Gilad argues the likelier source is colloquial German/Yiddish Freier ("suitor"; also "client of a prostitute") — a word for an exploitable victim. From Russian it spread through Soviet-bloc languages and arrived in Israel with immigrants (first Israeli print attestation: a 1959 HaOlam HaZeh personal ad).
Register & social context
Casual and pointed; culturally loaded. An accusation about YOU, not about the person who cheated you. Sociologists treat "lo le-hiyot freier" (don't be a sucker) as a national organizing principle.
Root & morphology
Loan; nativized verb לפרייר (le-frayer, "to sucker someone").
